Just to clarify. Is this right?

Carthaginian army. Good command structure (applies to the entire army?) = 20 pts

Divide the army into three commands:
1. Expert CIC
2. Fair Commander
3. Poor Commander
= 60 pts

TOTAL POINTS SPENT ON COMMAND = 80pts ?

Is this correct? If so, how many commands would be typical for a 500 pt army, with good CS, and composed of 20-25 bases?

yes it is correct.
Commands can be from 1 to 4. Usually players choose 3 commands.
If you use 2 commands you can save some points for more Units but you risk more on the rout of the whole army as if you loose 1 command you are very close to the rout (or you are in rout of you loose the biggest Command).

Ref P15 of the rules.

An expert Commander costs 30 points. At the bottom of the table it says there is -5 points per Unit under his command. So does an expert Commander with 6 units under his command cost 0 points (30 -(6X5Pts)) or 60 points (30 +(6x5pts))?

The -5 points is for Cowardly commanders only.
