Hi ...great set of rules ...after all the hype of FOG ...a good set of rules as appeared! ....just wondering why S and CL cannot evade in basic Impetus.

simply a question of simplification. In Impetus they do but this means to include rules for evading etc.
BTW in BI S are more difficult to eliminate as they are not dispersed and this balance. Also S and CL, with low VBUs, "costs" less in BI than in Impetus, where movement and shhoting capabilities have a cost.
